The Role of the Board

 

Womens Health Care Association (WHCA) is an incorporated body under the Association Incorporation Act (1987). It operates under a community management model with a Board responsible for

  • Strategic direction
  • Financial accountability and
  • The ongoing sustainability of the organisation

Members of the Board are drawn from the community and include women with particular expertise, experience and understanding of issues relating to women’s health and organisational management. Members of the Board work in an honorary capacity.

Delegated responsibility for the management of the Association’s services is vested by the Board in the CEO and staff who are employed by the Board.

Legal responsibility for the Association lies with the Board.
 

The Role of the CEO

 

The CEO of WHFS has delegated responsibility for the day to day management of all Womens Health and Family Services. The CEO reports to the Board. The role and responsibilities of the CEO include:

  • Supporting the philosophy of WHFS
  • Acting legally and ethically within the guidelines of WHFS and their own professional body
  • Developing and coordinating all WHFS programs
  • Advocating and lobbying on behalf of WHFS
  • Promoting women’s health in the community and with government
  • Networking with key stakeholders including government, business and NGO agencies in areas relating to women
  • Providing leadership and vision to staff
  • Delegating responsibility for key management areas to Team Managers
  • Managing and supervising Team Managers
  • Reporting and informing the Board of relevant issues relating to the legal, financial and management operations of WHFS
  • Developing operational plans relevant to project / program area contract, the needs of target group members and the organisational strategic plan
  • Conducting annual performance reviews
  • Developing individual staff development plans in consultation with program / project workers
  • Developing individual work plans with program / project staff

The Role of the Program Managers

 

Program Managers have delegated responsibility for the day to day management of their program/project. Program Managers report directly to the CEO. The role and responsibilities of Program Managers include

  • Supporting the philosophy of WHFS
  • Act legally and ethically within the guidelines of WHFS and their own professional body
  • Coordinating and managing their program / project
  • Managing and supervising staff within the project
  • Attending monthly Program Management meetings with the CEO and other Program Managers
  • Reporting on programs and issues related to their program to the Board, the CEO and to all staff
  • Communicating regularly with staff of their program about relevant issues
  • Managing the budget for their program / project efficiently
  • Adhere to the policies and procedures of WHFS
  • Ensuring the funding requirements for the program
  • Developing operational plans relevant to project / program area contract, the needs of target group members and the organisational strategic plan
  • Conducting annual performance reviews
  • Developing individual staff development plans in consultation with program / project workers
  • Developing individual work plans with program / project staff

The Role of Staff

 

Staff are employed by the Board to provide services to women within their program area. Staff members report directly to the Team Manager of their project / program.

The role and responsibilities of each staff member is identified in her job description. As well, all staff have a responsibility to:

  • Support the philosophy of WHFS
  • Act legally and ethically within the guidelines of WHFS and their own professional body
  • Adhere to the policies and procedures of WHFS
  • Contribute to team meetings, staff meetings and supervision sessions as required
  • Support the Program Manager, CEO and other staff of WHFS
  • Report any problems or issues impacting on their work to the Program Manager and/or the CEO
  • Develop an annual work Plan and Staff Development Plan in conjunction with their Program Manager
  • Following the policies and procedures of WHFS
  • Participating in team and staff meetings, planning days and professional development activities and contributing to the effective operation of WHFS
